Introduction
The Section 8 Housing
Choice Voucher Program ("HCVP") is HUD's
largest national affordable housing program, serving more
than 1.8 million families, and with a budget authority
currently more than $13 billion annually. Housing Choice
Vouchers are administered in all 50 states by more than
2600 Housing Authorities, non-profits, and governmental
agencies.
The goal of this Handbook
is to simplify Section 8 management, and save time for
the busy Section 8 Administrator and Affordable Housing
Professional. This Handbook's Comprehensive Index
includes about 6,300 entries, and over 120,000
references, organizing access to the main sources of
regulatory and management control of Section 8 HCVP
Programs:

The primary regulations,
24 CFR 5, 24 CFR 35 & 24 CFR 982 (about 170 pages),
are reprinted in the front portion of this Handbook, a
few pages after this Introduction. The main HUD occupancy
forms used by Section 8 Administrators (about 230 pages),
PIH Notices (about 520 pages), and the HUD-7420.10G
Guidebook (about 450) pages, are available for free from
HUDCLIPS. All are completely indexed in this Handbook
together with a typical Section 8 Admin Plan (about 140
pages), based on the Admin Plan used by the Housing
Authority of New Orleans - for a total of about 1,500
pages indexed.
In this Comprehensive
Index, the total number of times a word or phrase appears
is on the first line of each index entry. Then the index
references are listed individually for each regulatory
source shown above.
The author welcomes
