He has extensive experience on innovative Affordable Housing and Community Development including managing and teaching large HUD low income housing programs nationally across the USA and internationally. Adding value to operations with his deep and innovative collaborative leadership background, David Hoicka has overseen financial and operational management of programs of all sizes, creating and/or managing low income housing and community development programs for 1000s of families. David Hoicka prepares for future growth of the affordable housing program. This includes overseeing about $12.7 million in redevelopment for thousands of public housing units, utilizing contract procurement and force account. David Hoicka prepares financing and capital budgets, energy efficiency, renewable energy, historical preservation, green space preservation. In addition David Hoicka oversees policy implementation and grants management. He has developed key strategic partnerships with local citizens, government bodies, nonprofit and community organizations to focus efforts of diverse groups onto common goals.
