He has extensive experience on Sustainable Affordable Housing and Community Development including managing and teaching large HUD housing programs nationally across the USA and internationally. Applying multi-cultural and international best practices to enhance affordable housing, David Hoicka has worked on programs of all sizes, developing and managing innovative housing and community development programs for 1000s of families. David Hoicka improves lease-up & occupancy, and reduces vacancies, & unit turnover. This includes overseeing capital planning and allocation of resources based on community needs, maintenance experience data, and agency goals. David Hoicka reviews development and construction of multi-cultural affordable housing and new town development for mixed income residents.
