HUD Awards $103,980 to Fight Housing Discrimination in Colorado

WASHINGTON - The U.S. Department of Housing and Urban Development announced today that it has awarded $103,980 to Colorado Commission of Civil Rights (CCCR) to enforce fair housing laws and help communities and housing providers to better understand their fair housing rights and responsibilities. The funds, part of more than $7.5 million distributed nationwide today, will also be used to promote the Department's new Equal Access to Housing regulation, which ensures that HUD housing and programs are open to all families, regardless of sexual orientation, gender identity, or marital status.

Tomorrow morning over seventy volunteers, including a dozen troops from Fort Carson, will spread out over Colorado Springs and surrounding areas to perform an annual survey of the homeless population of Colorado Springs. This tabulation will include over thirty items of demographic information for each person that will not only enable local homeless service providers to more accurately target the needs of the homeless, but will also assist HUD in allocating Federal Funds to where they are most needed.

David Hoicka is a Senior Executive for Affordable Housing Programs



           David Hoicka builds multicultural communities that work. He has extensive experience on innovative Affordable Housing and Community Development including managing and teaching large HUD low income housing programs nationally across the USA and internationally.

           Applying multi-cultural and international best practices to enhance affordable housing, David Hoicka has overseen financial and operational management of programs of all sizes, developing and managing innovative housing and community development programs for 1000s of families.

           David Hoicka improves lease-up & occupancy, and reduces vacancies, & unit turnover. For example, this includes Energy Performance Contracts (EPC) to increase energy efficiency and reduce costs for thousands of units.

           David Hoicka prepares Strategic Planning goals, objectives and initiatives, with input from stakeholders, Government Agencies, Development Partners, Public, and Media. David Hoicka also has developed affordable housing policies for multi-cultural mixed-income communities.

           He has developed key strategic partnerships with local citizens, government bodies, nonprofit and community organizations to focus efforts of diverse groups onto common goals. David Hoicka has served with neighborhood groups on community boards for affordable housing and community development.

           He has worked on homeownership for social housing, as well as jobs, educational, medical, and other facilities. David Hoicka's work involved establishing objectives and performance goals, monitoring progress toward their achievement and setting priorities based on changing requirements.
