David Hoicka is a Senior Executive for Affordable Housing Programs



           David Hoicka builds multicultural communities that work. He has extensive experience on Affordable Housing and Community Development including managing and teaching large HUD government housing programs nationally across the USA and internationally.

           Adding value to operations with his deep and innovative collaborative leadership background, David Hoicka has overseen financial and operational management of programs of all sizes, creating and/or managing low income housing and community development programs for 1000s of families.

           David Hoicka works to build positive agency image with enhanced Media relations. For example, this includes Energy Performance Contracts (EPC) to increase energy efficiency and reduce costs for thousands of units.

           David Hoicka prepares financing and capital budgets, energy efficiency, renewable energy, historical preservation, green space preservation. Also David Hoicka works on Capital Fund Plan financing, procurement, budgeting and cost analysis management.

           He specializes in negotiation and building collaborative partnerships. David Hoicka has reviewed and assessed award-winning best practices for design, finance, construction, operations and maintenance of low-income housing programs.

           He has promoted economic development and employment issues, including location of jobs; commercial uses permitted, education and healthcare facilities David Hoicka's work involved establishing objectives and performance goals, monitoring progress toward their achievement and setting priorities based on changing requirements.
