David Hoicka Sustainable Housing and Project Management


David Hoicka is a Senior Executive for Affordable Housing Programs



           David Hoicka supports multicultural communities that work. He has extensive experience on Sustainable Affordable Housing and Community Development including managing and teaching large HUD housing programs nationally across the USA and internationally.

           Applying multi-cultural and international best practices to enhance affordable housing, David Hoicka has worked on programs of all sizes, revitalizing and/or managing affordable housing and community development programs for thousands of families.

           David Hoicka prepares for future growth of the affordable housing program. For example, this includes overseeing national design competition to create Green redeveloped units of Elderly Housing and mixed uses, about $10 million.

           David Hoicka works to improve relations with stakeholders such as Media and Public, other government agencies; preparing Public Relations plans and options. Also David Hoicka works on Capital Fund Plan financing, procurement, budgeting and cost analysis management.

           He has developed key strategic partnerships with local citizens, government bodies, nonprofit and community organizations to focus efforts of diverse groups onto common goals. David Hoicka uses innovative methods to reduce and control costs, increase quality and revenues, and empower economic self-sufficiency, in multicultural, multi-language environments.

           He has been involved with numerous complex operational and technical issues which need to be identified and resolved in cooperation with many stakeholders. David Hoicka provided leadership, directed staff, and organized the performance of work on multiple field components related to affordable housing programs and activities.
