He has extensive experience on innovative Affordable Housing and Community Development including managing and teaching large HUD low income housing programs nationally across the USA and internationally. Applying multi-cultural and international best practices to enhance affordable housing, David Hoicka has worked on programs of all sizes, revitalizing and/or managing affordable housing and community development programs for thousands of families. David Hoicka improves lease-up & occupancy, and reduces vacancies, & unit turnover. This includes overseeing about $12.7 million in redevelopment for thousands of public housing units, utilizing contract procurement and force account. David Hoicka works to improve relations with stakeholders such as Media and Public, other government agencies; preparing Public Relations plans and options. Also David Hoicka works on Capital Fund Plan financing, procurement, budgeting and cost analysis management. He has developed key strategic partnerships with local citizens, government bodies, nonprofit and community organizations to focus efforts of diverse groups onto common goals. David Hoicka uses innovative methods to reduce and control costs, increase quality and revenues, and empower economic self-sufficiency, in multicultural, multi-language environments.
