EIV Existing Tenant Search Clarification

What documentation is needed in an applicant's file if the applicant household is rejected for a reason identified in an owner's Tenant Selection Plan? The policies for rejecting applicants have not changed with the addition of the EIV Existing Tenant Search screening criteria. HUD Handbook 4350.3 REV-1, paragraph 4-9 allows an owner to reject an applicant if the applicant is ineligible for occupancy in a particular unit or property. There are several program and project eligibility requirements that must be met by an applicant household. If an applicant fails to meet one of these eligibility requirements, the applicant is considered ineligible for occupancy and must not be housed from the waiting list. Accordingly, once the applicant is determined to be ineligible for occupancy there is no need to continue screening the applicant household for any other eligibility factor including the EIV Existing Tenant Search. The applicant file must contain documentation demonstrating ineligibility but does not necessarily need to contain the EIV Existing Tenant Search. If an applicant household is being housed from the waiting list, the EIV Existing Tenant Search, along with all other program and project eligibility requirements, must be performed and the documentation must be retained in the tenant file.

This Notice provides information and references to best practices regarding the prevention and control of bed bug infestations. It also provides guidance on the rights and responsibilities of HUD, Owners and Management Agents (O/As) and tenants with regard to bed bug infestations. Expansion of Real Estate Assessment Center Authority to Approve or Deny Requests to Defer Partial Year Submissions of Annual Financial Statements H 10-09 grants the Real Estate Assessment Center (REAC) authority to approve or deny requests to defer partial year submissions of annual financial statements for a period of time less than or equal to 120 days. The Office of Asset Management's Business Relationships and Special Initiatives Division will retain the authority to approve or reject requests to defer submission of partial year financial statements for more than 120 days.

Effective May 1, 2010, a new version of the AFHMP was implemented. When a owner/agent is required to submit a new AFHMP (once every 5 years), the new version of the AFHMP (form HUD-935.2A) must be submitted. The latest version of form HUD-935.2A is posted on HUDCLIPS. Please be advised that the previous edition of form HUD-935 will no longer be accepted.

           David Hoicka is interested in multicultural communities that work. He has extensive experience on Sustainable Affordable Housing and Community Development including managing and teaching large HUD housing programs nationally across the USA and internationally.

           Applying multi-cultural and international best practices to enhance affordable housing, David Hoicka has worked on programs of all sizes, developing and managing innovative housing and community development programs for 1000s of families.

           David Hoicka increases agency effectiveness at delivering cost-effective services. For example, this includes overseeing national design competition to create Green redeveloped units of Elderly Housing and mixed uses, about $10 million.

           David Hoicka reviews development and construction of multi-cultural affordable housing and new town development for mixed income residents. David Hoicka reviews capital budget modernization & construction plans.

           He specializes in negotiation and building collaborative partnerships. David Hoicka has reviewed and assessed award-winning best practices for design, finance, construction, operations and maintenance of low-income housing programs.

           He has worked on homeownership for social housing, as well as jobs, educational, medical, and other facilities. David Hoicka's work involved establishing objectives and performance goals, monitoring progress toward their achievement and setting priorities based on changing requirements.
